I'm always a fan of opening a new bug with all of the pertinent 
information laid out in a clear(er) fashion than the multitude of 
comments on an old bug.

That way you can summarize the issue in the description of the bug and 
people don't get confused by reading through many comments to get to the 
current situation.

I'm not sure if there is a "preferred" choice, that is just mine.
