Ubuntu Jaunty Release Party April 25th

Go to software sources, Click the combo box that says 'Download From'
Choose Other.
Click the button that says select Best Server.

You will notice after this a huge improvement in speed with downloading  
packages. The US servers are typically not the fastest.
