I think the answer is even more simple than described.  JZ's quote is an
aphorism[0], not an axiom[1].  Further, JZ's statement is about the Web as
a platform.  Ubuntu and other Free Software may be distributed over the
Web, but buying shoes over the Internet doesn't make them Internet shoes.
 Downloading Ubuntu ISOs over the internet does not make Ubuntu a Web
project.
