I was able to find an email address for the sites owner. I sent this:

Hi Aibek - Love your site make use of.

Just wondering...I am a member of Massachusetts LoCo Ubuntu, where we
do advocacy of Linux Ubuntu. We also educate the public about Ubuntu,
and do a lot of installation of the OS for new users.

Here's the thing - would there be a problem with giving away one or
more of your Linux .pdf file to our users when we install Linux on
their computers? Your site doesn't mention Creative Commons or GNU
Free Documentation license...

And the site owner sent me this:

Sure, you're free to distribute our manuals! I hope users will find it helpful.
