In the "users and groups" utility you can control who is in the admin
group by selecting their name, clicking properties, clicking user
privileges, and adding or removing a check from the box labeled
administer the system.
In the file /etc/sudoers, you should see the following, which gives
being in the admin group its significance:
# Members of the admin group may gain root privileges
%admin ALL=(ALL) ALL
