synaptic is the package manager, what matters is if it is in the repositories.
and Brian mentioned libjpeg-dev lots of packages need the *-dev development 
package also.

so try to add-
from a terminal window:
sudo aptitude install libjpeg-dev
or use synaptic and search for libjpeg
