[DC LoCo] Release party

I know we are in MD (hyattsville). Chelsea School seemingly fully
supportive of hosting  release party for 14.4. Students are fully engaged,
we have the resources. Last time I put this out there, no one chimed in. I
think then consensus is to do this with or without DC loco support.
Last I checked, Maryland loco was in no position after chuck left to
participate. If no one here thinks it is appropriate for my DC loco to do
this, let me know and I'll check into the condition of MD loco.

We have a lovely facility across from metro, a couple of labs, some raspis
to work with...
