When you created the merge proposal. Duh. (Also see line 10 of the diff)

Making a merge proposal is similar to sponsoring a patch. You're
signing off on the safety of this patch. Take a look at your merge
proposal for a second.

You filled in "description of the change" with a description of the
problem. That's not what goes there. The heading should have made this
obvious, but since it's apparently not: describe how this change
affects behaviour and its side effects. The side effects part is
particularly important with something like OpenLDAP that has big ol'
security implications.
