[DC LoCo] Release Party and Install Fest @ Chelsea School

I still *MAY* blow off the other two in favor of the Release Party: The USA
Science & Engineering Festival continues Sunday and both that and the
Broadband Summit will be well-attended, I'm sure.  (I've been to both the
previous summits and the previous festival and can pretty much guarantee
the accuracy of those statements.)  It may be more expedient to build the
LoCo...  The more I think about it the harder I'm leaning to switching
plans...
