I think it's simpler than that:

What doesn't work as well IMHO, is testing the -proposed SRU before pushing it out.

The installing an LTS ISO in a VM and then applying the -proposed PAM patch causes system log messages and mail about cron being killed.

The motd bug was even more visible.  This isn't rocket science.
