In the package description: "This is a dummy package to aid in
transitioning from the v3 DHCP packages to the new-style DHCP
packages."

So, if there is no message during the upgrade pointing out that you
need to migrate your config from v3 to v4, how do you know to do it?
Oh, right: when it stops working and something breaks.
