[DC LoCo] Lucid: update or new install

There's a garage in the building. Not sure if it's open late, and be
sure to be there before 6pm, as the elevators close to those without a
passcard, and that's worse than parking at an other garage and walking
over. To get to it, drive south on 19th Street and turn left in the
alley south of N, just before the C.F. Folkes restaurant.

There's a more manageable garage west on N St, between 19th and 20th,
too., if you're turning left off of Connecticut.
