Unfortunately, I had limited control over the theme and limited time:
I ended up working with the theme that the German team managed to get
listed as one of the site's available themes, and then modified their
logo.  Someone with time, artistic skills, and Drupal CSS chops, is
welcome to re-theme and then convince Canonical to upload yet another
theme.  I think it wouldn't be a bad idea to do so, though I'm rather
fond of keeping either the Capitol dome, the DC flag or both in the
picture somewhere.  I have several sizes of the dome, and a SVG of the
DC flag.  (Creative sorts may end up with a not-too-garish way to
include MD and VA flags or icons in there as well, but not at the
expense of the DC branding.)
