I also own a dell mini 9, and have had the same problems.
There are a number of ways that people have gotten skype to work on their
mini 9. The one that worked for me was to install the
http://www.skype.com/go/getskype-linux-static version. It gave me no
problems after that.
As far as the ssh problem, there is a post in the ubuntu forums
http://ubuntuforums.org that states (and this is what I followed to get it
to work)
"I managed to fix this permanently by adding the following line to the end
of /etc/network/if-pre-up.d/wireless-tools
/sbin/iwpriv eth1 set_vlanmode 0"
