[CoLoCo] NoCo LoCo

As a benefit from attending Ohio LinuxFest, I got a look at what other
states do here. Ohio has set up several "ReLoCos" (really local
communities). It seems like exactly the model we would want to model. I
believe the Ohio LoCo wiki page has details on how they've set this up.
