[CoLoCo] odd behavior

I create a filesystem on something that recently failed, then I go to mount it, and I'm told it's already mounted.

Was I just allowed to create a filesystem on a mounted device, without warning, or did Ubuntu run a "mount -a" without even asking me, or what?
