[CoLoCo] RPM on ubuntu

This is not the normal "install an RPM file on ubuntu", but the need for
an rpm command on ubuntu.

The reason is this: I have a VPN through work that runs on Linux, but it
is only set up for RPM based machines. Thus, when I try to kick off the
network connect portion it fails with the message "RPM check for SSL
failed".

This tells me that it's using an RPM query to determine if SSL is
installed - which is obviously not going to work on my ubuntu box.

Any ideas?
