This didn't work for me, because it's 32-bit:
wget -c \
http://launchpadlibrarian.net/10761023/flashplugin-nonfree_9.0.115.0ubuntu2_i386.deb 
sudo dpkg -i flashplugin-nonfree_9.0.115.0ubuntu2_i386.deb 

So I went back to
https://bugs.launchpad.net/ubuntu/+source/flashplugin-nonfree/+bug/173890 and found this, which worked, because it's 64-bit:
wget -c \
http://launchpadlibrarian.net/10804892/flashplugin-nonfree_9.0.115.0ubuntu2_amd64.deb
sudo dpkg -i flashplugin-nonfree_9.0.115.0ubuntu2_amd64.deb
