[CoLoCo] creating menu items in gnome/ubuntu

I'm running Ubuntu 7.10 with the default Gnome window manager.
Whats the easiest/best way to create an icon or menu item on the Gnome
desktop for _all_ users that is basically a "shortcut" or link to an
executable?
