[CoLoCo] purpose of the coloco list

The biggest problem, as with any list, is separating the wheat from the
chaff.

A possible solution is to include a flag (manually entered) of "Off Topic"
or something when it is not entirely an Ubuntu/Linux sort of thing, (i.e.
[CoLoCo] OFF TOPIC Billy-Bob is having a Kegger, C'mon down y'all")
