[CoLoCo] 2008 Robotics Season game clue

Hey everyone,
Every year they release a game clue, so we can speculate and try and figure
out what the game will entail.

This year we have received two clues so far. The first is attached, and is
an IR receiver. I am assuming that there will be something with IR involved.

But, I am confused about clue number two. It's just a bunch of numbers to
me. What do you guy's think?  Longitude and Latitude coordinates?
