Yea, basically.  I have set up several Windows users on this, and have
started to train them to check the repo before trying to search
elsewhere for a download and installer.  By doing so, they are already
being trained on how to handle Synaptic later.  Nice, sneaky but it is
for their own best interest ;-)

I have yet to hear of any problems in getting software.

Example:
  My mother wants to do scrapbooking.  I recommended to her scribus for
the page layouts; Inkscape for the vector graphic decorations; and the
Gimp for picture inputs.  But she was having a heck of a time getting
all the software installed.  Once I pointed her here, everything
installed perfectly the first time.  Since she is not using anything too
advanced, she loves the software.  I told her that I will soon move her
machine to Linux so I can remote admin it (she lives in Phoenix) from
Denver.  Since all the software she uses is now basically Linux
software, she is kinda looking forward to it.
