[Ubuntu Chicago] Chicago Loco IRC Meetings

This would be an awesome idea, as long as there were structure and regular
times. Monthly sounds like a good place to start, not too overwhelming but
frequent enough to get what needs to be done, done. Maybe there can be
appointed roles or we can just take turns note-taking or any thing else that
needs to be done.

I feel like this is a good step to regularly meeting up if that is what
wants to be done in the LoCo.
