[Ubuntu Chicago] Packaging Jam Proposal

I think this sounds like a great idea and would really help the
community as a whole.  Depending on how much time I have besides work,
ChiGLUG and Foresight I might be willing to help out with some work for
Ubuntu server since I work on it at my day job.
