[Ubuntu-US-CA] LoCo Reapproval this cycle

Quick update, we now have a reapproval application here:

We've discussed it at a couple meetings[2][3] and now we'd like review
and comments from folks on the list. Are there any long term goals
that folks in the team are working toward but aren't listed on the
application? Other upcoming events worth mentioning? Any past events
which have been missed? Any other comments?

We'd like to get this off to the LoCo Council in the next couple
weeks, so your attention now is appreciated.
