[Ubuntu-US-CA] Simple proposal #2

To best handle the regional differences in our state I make a suggestion;

Three people lead the state in a Triumvirate.

People able to vote in this would be folks that participate in ML or IRC or
forums that belong to California. Of course members of the LP would be able
to vote.
