Robert,

IRC is basically a bunch of chatrooms. If you've ever used AOL Instant
Messenger (AIM) and their chatrooms, it's very similar to that. Take a look
at http://en.wikipedia.org/wiki/IRC for a general overview, and
https://help.ubuntu.com/community/InternetRelayChat for more Ubuntu specific
information. Hopefully this'll help you out. :) If you still have issues
connecting, please don't hesitate to ask for more clarification.
