All of these packages currently have binaries depending
libhdf5-serial-1.8.3 | libhdf5-1.8.3.

But that version is no longer build from source [1].

I've rebuild all of them individually in pbuilder and tested *some* of them.
All binaries result in depending on libhdf5-serial-1.8.4 | libhdf5-1.8.4.

I'm not a dev so can someone with upload rights please do no source change
uploads for these packages?

Quite a few of these are currently non-installable due to octave already
rebuild with 1.8.4.
