[Bug 508408] [NEW] Sync viking 0.9.9-3 (universe) from Debian testing (main)

As you can see in the changelog, viking 0.9.9-3 now depends on libgps >=
2.90, which is not available in lucid yet. Because that library has
ubuntu specific changes, someone (you?) needs to look into the
differences and see if it needs merging or can be imported. See
https://wiki.ubuntu.com/UbuntuDevelopment/Merging for more info. Please
file a new bug against gpsd if you find it can be either merged or
synced from Debian.
