I'm pretty sure it's a dupe. The actual bug in bug #463429 is not that
installation fails if the headers aren't installed (that's more like
bug #487535, and yes, we should do a better job of retitling the
bugs). It's more that once the installation fails once for any reason
(such as not having the headers installed the /first/ time you install
openafs-modules-dkms), the installation will continue to fail
indefinitely.

You should be able to work around this until we get the SRU pushed
through by purging openafs-modules-dkms and then installing it again.
