Please sync ia32-libs-tools 13 (universe) from Debian unstable (main).

Explanation of the Ubuntu delta and why it can be dropped:
The fix done in release 12 fix the FTBFS. We can sync the package now.

Changelog since current karmic version 11ubuntu1:

ia32-libs-tools (13) unstable; urgency=low

  * Handle empty files and multiline dependencies (Closes: #512634).
  * Use 24 hour time (%T) instead of local time (%X) for debian/changelog.
  * Add support for "deb url dir/" (part 1).
  * Fix dpkg-deb.in for relative paths (dpkg -i foo_i386.deb).
  * Add libz1/lib32z1 to rename list.
  * Add libpango1.0-0 hook to ia32-libs-tools.
  * debian/rules: make sure hooks are executable.
