[Bug 378836] Re: mirror.list defaults to jaunty on karmic

The uploaded version 0.4.6-0ubuntu1 was based on 0.4.5-1 instead of
0.4.5-1ubuntu2. Thats why the changelog entries for 0.4.5-1ubuntu1 and
0.4.5-1ubuntu2 were missing and all improvements made by those were
dropped.

- debian/rules: Move binary-arch commands to binary-indep
apt-mirror is written in Perl and is binary independent. So building the package should not use the binary-arch target.

- debian/control: Remove homepage from description
That was recommended by lintian. The control file has an special tag for the homepage.
