[Bug 321891] [NEW] New upstream 4.0.0 preview release - required for Jaunty

Jaunty is moving entirely to KDE4, and requires that all packages be
updated from KDE to KDE4. Kvirc is an IRC client, and currently is
uploaded to Jaunty as the KDE3 version. The application is ported, but
not yet released, but should be by the time Jaunty is ready. In the
interest of removing the old KDE3 version and getting some testing in on
the KDE4 version, we need to upload the current stable pre-release.

I am attaching the package for upload into Jaunty.
