[Bug 299855] [NEW] version 0.4.0 needs packaging

LMMS 0.4.0 has been released 3 weeks ago which brings a lot of new
features and is far more stable than the old Qt3-based 0.3.x series (see
release announcement at
http://sourceforge.net/forum/forum.php?forum_id=882978 for more
details). Therefore I strongly recommend to package 0.4.0 for Jaunty.

I already made 0.4.0 packages in my PPA at
https://launchpad.net/~tobydox/+archive so it should be little of work
to adept them for official Jaunty archives.
