Explanation of the Ubuntu delta and why it can be dropped:

Debian has fixed bug #497280 which was affecting ubuntu. So package can 
be synced.

anon-proxy (00.05.38+20081230-1) unstable; urgency=low

  * New daily snapshot.
  * Automatically re-create /var/run/anon-proxy at startup 
    (Closes: #497280).
