This bug was fixed in the package gromacs - 4.0.3-1ubuntu1

gromacs (4.0.3-1ubuntu1) jaunty; urgency=low

  * Add LT_INIT to configure.ac so that the libtool script can find its version,
    fixing the build error. (LP: #327354)
