The upstream version is same in Ubuntu and Debian. So no point in
rushing this before FF.

Also as of now there is no transition plan for rdepends of libdirac0c2a.
This is important considering that the library names in Debian are
different. A test build of all rdepends with new libraries needs to be
done. Further it needs to be checked if a 'Conflicts/Replaces' needs to
be added to library packages (in that case it will be a merge and not
sync).
