This bug was fixed in the package couchdb - 0.9.0-2ubuntu4

  * debian/postinst
    - Change the default permissions on /etc/couchdb to 0775,
      /etc/couchdb/default.ini to 0774 and /etc/couchdb/local.ini
      to 0770 (LP: #403575)
  * debian/control
    - Bump the Standards-Version to 3.8.2 (latest)
