This bug was fixed in the package libxml-simple-ruby - 1.0.11-1ubuntu1

libxml-simple-ruby (1.0.11-1ubuntu1) intrepid; urgency=low

  [ Nick Colgan ]
  * Fixed debian/rules file to install library in correct directory.
    (LP: #256300)

  [ James Westby ]
  * Add a lib/xmlsimple.rb symlink to the new location to preserve
    compatibility with the old package and Debian's. Presumably this can
    be dropped when Debian fixes the bug.
