Binary package hint: lyricue

Currently, version 1.9.4-0ubuntu2 is in the respositories. This version
is from 2006. Since then, several new upstream versions have been
released. The current upstream version is 1.9.8. Since lyricue is not in
Debian, we are not able to sync/merge the package. This means that if we
wish to get this new upstream version in Ubuntu, we will have to perform
the upgrade manually.

I have verified by looking at the diff, reading the Changelog and
docs/NEWS files, and talking with the application author, that upgrading
to this release will not cause any User Interface or string changes. It
should just be bug-fixes and some behind-the-scenes changes. As a
result, we should be able to upgrade to this new version. I will attach
the required pieces of information for a freeze exception.
