[Bug 3513] [NEW] build1 is missing the actual perl module

The new ubuntu build has lost the actual perl module.  This makes it
completely unusable.

Please compare the current version, with the original version:

I know this is in universe, and thus officially unsupported, but would
it be possible for someone to check this?
