Explanation of the Ubuntu delta and why it can be dropped:
3.0.STABLE7-1ubuntu1 just applied an upstream patch to fix FTBFS (03-fix_unused_results.patch). This patch was included as part of upstream 3.0.STABLE8 release.

Changelog since current jaunty version 3.0.STABLE7-1ubuntu1:

squid3 (3.0.STABLE8-1) unstable; urgency=high

  * Urgency high to meet freeze deadline
  * New upstream release
  * debian/patches/10-mgr_active_requests
    - Added upstream patch fixing delay_pool reporting in cachemgr.cgi
