This isn't really a sync, but it's not really a merge either. I think
it's closer to a sync! The Debian package as-is FTBFS on Intrepid, so
I've taken it and added a patch which makes it b/i/r fine.

the (3.1-5ubuntu1) intrepid; urgency=low

  * Sync with Debian, additional changes required.
  * Patch rexx.c using quilt to fix FTBFS on Intrepid.
  * Modify Maintainer value to match the DebianMaintainerField
    specification.

the (3.1-5) unstable; urgency=low

  * Adjusted debian/rules to comply with the latest bash brace
    expansion behavior (closes: #477956).
  * Added handling of the nostrip DEB_BUILD_OPTIONS (closes: #438199).
  * Fixed lintian warnings.
  * Upgraded to Standards-Version: 3.7.3

Bashism fix from -4ubuntu1 has been dropped after a conversation on IRC
- the Debian maintainer has a patch for this but as the rules file
specifies SHELL=/bin/bash, it's not a major problem for now. More
worthwhile is to reduce the Ubuntu delta.
