[Bug 160139] [NEW] Upgrade dspam to 3.8.0

dspam-3.6.8 was released June 2006.
dspam-3.8.0 was released March 2007

The differences between 3.6.8 and 3.8.0 are essentially bugfixes:

Therefore we should look at moving to 3.8.0 for the 8.04 release (by
which point 3.8.0 will be over 12 months old!).

I've done some preliminary work on this and have built dspam-3.8.0 (on a
7.04 system) using the debian configuration from 7.04; the changes
required are minimal.

Is there any demand for this? Or good reasons not to do it?
