Please sync no-ip (2.1.7-7) from Debian unstable (main).

Syncing no-ip 2.1.7-7 would introduce these changes and fixes since the
current version found in Ubuntu.

     + Didn't realize that a package for no-ip existed (was looking for noip or
       noip2 which reflected upstream source name or binary name.
     + This will also mean the whole package was remade from scratch.

   * Patch is modified to use /etc/noip2.conf to reflect package name.
