[Bug 189602] Re: Use local DTD to fix build failure on buildd

This was already discussed in #ubuntu-motu and it was agreed to keep
lucene2 2.2 in hardy this short before FF. The new version has some API
changes and one need to check if it doesn't break other software (like
netbeans).
