Looking at the debian changelog of IPE
(http://packages.debian.org/changelogs/pool/main/i/ipe/ipe_6.0pre30-5/changelog)
the change from 'ucs-latex' to 'texlive-latex-recommended' is already
applied to
ipe (6.0pre30-5) unstable; urgency=low
* debian/control: Adjust dependencies for freetype 2.3.7. Replace
recommends of "latex-ucs" by "texlive-latex-recommended".
So I think the title of this bug report needs to be updated.
