[Bug 211408] [NEW] Don't force packages to use things from cdd-common [blocks 190682 on debian-edu]

Hi,

The cdd-dev package currently causes postinsts
to  unconditionally source things from cdd-common,
which breaks them when they don't need the package
like in bug 190682.

This is fixed upstream, and I have picked the patch from

It also adds a source.list.hardy file that allows building on
debian-edu on hardy. I am talking to upstream about including
these files for us.

This fix is needed for bug 190682 to be fixed, which is
milestoned for hardy.
