Adding a "docbook-xml" build dependency fixes this. I'll provide a
debdiff to fix this for Gutsy.

In the Ubuntu build system, the build gets interrupted by:

I guess, that when using pbuilder (and with the Debian build system) the
external entity gets loaded, but the Ubuntu build system does not allow
this.
