[Bug 163701] [hardy] Please sync with debian 1.2.2-2.1

Current: 1.2.2-2ubuntu4
Current Debian unstable: 1.2.2-2.1

Reasoning: We differed from debian only that we had libalps-pvm1c2a in
dapper while debian never had this package (or removed it before us.)
This package is no longer in the hardy repositories so this
conflict/replacement is no longer required in control. The final
difference in the previous ubuntu version, against debian, was adding
"--with-boost-toolset=mt" to DEB_CONFIGURE_EXTRA_FLAGS in debian/rules.
Debian has now included this extra parameter in their version.
